 This is a deferred task from #1781, and should be considered
 a part of it.  I'm pushing this to the current sprint.

 When this task is done, the following tests in database_unittest
 should also pass for SQLite3, and they should be changed to TYPED_TEST:
 addDeleteNSEC3InZone, addDeleteNSEC3AndRRSIGToZone, and
 journalForNSEC3.
