#2198: make sure InterprocessSyncLocker is thread safe

 If we use a separate thread for b10-auth for background loading
 both main thread and loader thread will share the datasrc logger.
 We need to confirm the `InterprocessSyncLocker` also works for multi
 threads.

 Ideally we should have some explicit tests for this.  If it's deemed
 to be too difficult, we should at least confirm that by some
 experiments on a couple of different platforms.
