 Done in trac2144 (so please review and merge).
 Comments:
  - includes in lib/util (seems the best current place)
  - lib/dns !LabelSequence requires an explicit assignment operator
  - src/lib/datasrc/tests/database_unittest.cc ExpectedRRset is wrong (C vs
 C++ style)
