Comment:

 Support for compiled statements in SQLite has been added. They are now
 enabled by default. There is an additional command-line parameter (-c 0|1)
 that controls whether compiled statements should be used or not.

 It is recommended to start the review by reading tests/tools/dhcp-ubench
 /dhcp-perf-guide.html first.

 The code is ready for review.
