This doesn't really answer my question...what I'd like to know is
whether such a motivation is common for developers. For example, is
it something JPRS operators want to have for their production system?
I'd also note that "collecting" statistics for all is slightly
different from "dumping" it. If the overhead of dumping all
statistics in to a particular form could be a problem (I can see it
especially when sending it over the network), we can customize that part
of the behavior while still collecting everything. In that case, the
configuration should rather belong to the stats (and/or the
html/xml/whatever interface) module, than to auth.

This doesn't make sense to me if the number of zone is very big.
Whether or not we allow finer granularity on which zones, "all zones"
should be able to be specified without requiring listing all of them.
