New description:

 (revised on Aug29: based on our current progress I suspect we don't
 have time to do it before the September release).

 Mainly for #2110, I guess we'd find it convenient if we have a
 pre-defined `LabelSequence` object for a non absolute single-label
 sequence of `*`, just like `Name::ROOT_NAME()`.

 So this ticket is to just define and implement something like
 `LabelSequence::WILDCARD_LABEL()`.
