 trac2380 is mostly completed and I think reviewable.

 There are some obvious open things (documentation, changelog, etc),
 but the code and tests are basically completed, and since the code is
 pretty simple I believe it's reasonably understandable.  Considering
 the current state of the sprint, I think it's better to get it
 reviewed sooner, so I'm pushing it in the review queue at this point.

 If this looks too immature, tell me so.  Then I'll complete other
 parts of the branch and ask for review again.
