 The README file in the log directory describes how to use the logging
 library and is a text file.

 Doxygen tags should be added to it (and the file renamed to something like
 "logging.dox") so that it appears in the Doxygen-created "BIND10
 Developer's Guide": the existing (stub) entry about logging in that guide
 should be removed.
