 Subtask of #2368, and part of post-load checker. Depend on #2378 and
 #2433.

 When done, remove the `_post_load_checks()` method of b10-loadzone and
 update
 its documentation accordingly.  LOADZONE_POSTLOAD_ISSUE log message
 should also be removed.
