 Even though I said "it worked" that is not true on a different production
 system where I needed to use xfrin and xfrout already. So I readded using
 bindctl. The new json configuration for them was:

 "b10-xfrin": {"kind": "needed"},
 "b10-xfrout": {"kind": "needed"}

 So maybe the "special" was the problem.
