 trac1576 is ready for review.

 The first commit is an extension to dns::NSEC3Hash for convenience of
 subsequent tests and can be reviewed separately.

 The last two commits are mere cleanups and can be reviewed separately,
 too.

 The main implementation is derived from the mock version implemented
 for auth/query_unittest but performs more validations and checks
 corner cases.

 I don't plan to add a changelog entry for this task.
