 I accidentally duplicated this ticket in #1665:

 configure.ac uses pkg-config and even checks for it in different places.
 So check for it earlier.

 Actually it is only needed for the sqlite3 check. It is not forced for
 botan if though it checks for it. So when sqlite3 becomes optional maybe
 this ticket doesn't matter.
