 Actually, while I have no problem requiring pkg-config in itself, IIRC the
 reason it does both for botan is that not all installations get a botan
 pkg-config .pc file, and we need to try such files then anyway.

 Hmm, come to think of it, in such cases we would still need to guess the
 -config scripts name. Then again, if we say 'either have pkgconfig and the
 needed .pc files, or specific -config script' could be enough. There are
 always ways to make a system so that automatic detection fails :p
