 It's RFC5155 7.2.8.

 In the in memory data source the desired behavior should be achieved
 by design - there shouldn't be need for explicit code to do that.  But
 it's worth testing anyway, so this task is to test the case, both for
 the NXDOMAIN case and the case where a non NSECC3 RR really exists for
 an NSEC3 owner name.

 Query::auth shouldn't have to be updated for this part.

 Depend on #1574.
