 We should so some higher level tests for NSEC3 so that we can confirm
 it actually works as a whole system.

 My suggestion is to use the example zone shown in RFC5155 and check
 response to example queries shown in the appendices (we'll probably
 need to add some cases ourselves).

 We could do it against the current sqlite3 data source first.
