 This item came up from the face to face meeting.

 With our current policies, any new code should have unit tests. This means
 that our test coverage percentage should never go down.

 The idea of this ticket is for the scripts that we run automatically to
 produce coverage reports to send an e-mail if it discovers that our test
 coverage has declined.
