 Design of the SQL lease database.

 This ticket includes the definition of the entity relationship diagram (of
 which a fair bit is already defined in [wiki:DhcpPoolLeaseDesign the
 pool/lease design document]) together with the creation of an SQL script
 to create the database.

 Depending on the features required, it is permissible to have the script
 database-specific.

 (It may be worth looking at the dbutil.py script in src/bin/dbutil to see
 if the approach taken by that is useful.)
