 In case trac2091a doesn't have more substantial issues, I've created
 trac2091b on top of the current snapshot of 2091a and completed the
 rest of this task there.  This part is reviewable once we are okay
 with trac2091a.

 The diff that should be reviewed is change a03aed7 and beyond.  The
 change to rdata_encoder.cc at ac9299c (for conflict resolution) is a
 possibly non trivial one, but I believe it should still be
 straightforward.
