 We generate files in several places in our build system (such as .cc and
 .h from .mes files, etc.). Because we use silent rules with automake, the
 Makefile.am rules to build these targets should be preceded with AM_V_GEN
 so they are run silently.

 This bug is filed as an offshoot from #1704.
