 This is a deferred task from #2013.

 b10-ddns should be able to distinguish primary and secondary zones since
 update can only be made for primary zones.

 While the configuration of these kinds of zone properties will be
 quite likely to be changed (I suspect), at the moment the most
 reasonable way to do it would be to import zonemgr's secondary_zones
 config value.

 This task is to update b10-ddns to do it, and let b10-ddns maintain
 a `ZoneConfig` object within the DDNSServer class, updating ACLs and
 secondary zones as the corresponding configuration is updated.

 I'm pushing it to the current sprint with a lower priority in case we
 run out of open tasks.  But I don't think this is a critical missing
 feature, so it can wait.
