 trac2003 is ready for review.

 It consists of two parts:

 - changes in python/isc/server_common, in particular, the newly added
   dns_tcp module and its tests
 - changes in bin/ddns

 I believe the intent of the former is clear from its documentation.
 I've made this as a separate module so it can be eventually used
 for revised versions of xfrin/xfrout, too.

 I think the changes to ddns are pretty straightforward (at least in
 terms of understanding it, whether it's a good or bad one).
