Comment:

 Can we depend on nsupdate being present, or shall we create update packets
 on the fly?

 I propose we at least split it into two parts; the main system tests and
 the protocol compliance tests.

 I'll make a start with the former for this ticket. If this splitup seems
 OK, I'll create a followup ticket for the rest.
