 This ticket is to track tasks for designing and implementing a unified way
 to define zones with attributes (like BIND 9's "zone" configuration).

 Also it may be useful to consider this known maybe by cfgmgr and not
 zonemgr. (That is have access to this configuration without needing
 otherwise-unused daemon handling timers.)
