 Ticket #1741 reports a case where a duplicate ID is used in a message
 file.  This was only noticed by chance, as the message compiler outputs a
 warning message but otherwise exits normally.

 The message compiler should be modified to output an error message when
 this condition is detected, and to exit with a non-zero status.  That
 would cause a build to stop when a duplicate ID is found and so make the
 problem more obvious.
