 Like #1781, I suspect it currently doesn't include NSEC3 RRs, and
 xfrout wouldn't be able to transfer NSEC3-signed zone correctly.

 Like #1781, we may want to update the higher level (in the
 datasource.cc level) interface, too, but I'm not sure.
