Comment:

 releasing it for now.  if someone wants to take it over and complete it,
 please do so.
 trac324new already includes necessary schema changes.  the rest of the
 work is some cleanup
 and to provide some kind of migration tool (IMO an ad hoc one is okay,
 like
 compatcheck/sqlite3-difftbl-check.py)
