 If the zone is signed using NSEC3, the ZoneFinder::find() with NSEC should
 set RESULT_NSEC3_SIGNED with  negative results. So it could help upper
 layer to collect necessarily information.
 But because it is not support NSEC3 unit test for database data resource
 now,so the unit test of ticket 1579 has not been done.
 this ticket should continue to develop the unit test for ticket 1579 after
 it supports NSEC3 unit test in database data resource.
