 This is a subtask of #1787 and a successor of #1789.

 We update b10-xfrin further: on a successful zone transfer, if
 the zone is served by b10-auth in the in-memory data source
 using sqlite3 as a backend, send the "loadzone" command for the zone
 to auth.

 This task depends on #1789.
