 Create lettuce tests for NSEC responses. On the one hand it should be
 relatively easy; the framework is already there (we have lettuce tests for
 NSEC3). OTOH, there may not be a clear (rfc-based) list on what tests to
 write.

 Technically, this depends on #1800 (and #1799 and #1798), but in theory
 these could be written in parallel (or even before; BDD-style).
