Comment:

 I think Jeremy is concerned that this error occurs if someone makes an
 outside query for data not in a data source. I don't think that this log
 message occurs in that case. I think it only occurs when we have out-of-
 bailiwick RDATA that the server uses (NS, CNAME, and so on).

 Even if this is not true, this should be enough to close a ticket:

     The original problem for the ticket is solved

 If there are additional issues we need to create another ticket. We need
 to be careful about tickets that expand, evolve, and end up in confusing
 states that can never be resolved.

 Resolving this by Executive Order!
