 trac1805 is ready for review.

 As commented above, I decided to merge the #1803 branch first.
 So, until its review is completed we cannot merge this branch either.
 But we can at least review the specific part of this branch (which is
 actually quite small) and start other tasks that depend on it.

 The first commit is a merge for #1803 and should be ignored.

 For testing I've actually implemented some part of #1809, but it's
 only for testing the getClosestNSEC() behavior.  We'll still need to
 complete #1809 for covering other NXDOMAIN cases.
