Comment:

 I'd consider the principle of least surprise to make behavior the same and
 not require people to read documentation. So, I like Jeremy's suggestion
 of logging at DEBUG 99 when using --verbose. Perhaps we could also set it
 to DEBUG 30 with one --verbose, and DEBUG 99 with two or more --verbose?
 This would mean a single verbose is probably useful for administrators,
 but you an still get full debugging if you want:
