 This ticket is to generate both /AUTHORS and the authors.bind code in
 static_datasrc.cc, tests, and any other places (such as manual) from a
 single list of authors.

 I've set the priority low, and assigned it to myself as I want to do it
 and get it reviewed (hence the bug).
