New description:

 This is the prerequisite checking part of RFC 2136.

 Though technically it needs #1454 to get the DNS packet in the first
 place, we can start working on this before that is finished (with unit
 tests). It is dependent on #1451 though.

 If there is a logical way to split them up (check for the various types of
 prerequisites), the task of this ticket is to create the subtickets, and
 this will become a metaticket for those tasks.

 Note for estimation: please estimate for the full work, even if we do
 split it up.

 It's probably better to start this task after #1512 (at least after
 we agree on its basic code structure).
