 in case someone saw trac1458-2, forget it.  I realized there would be
 some conflict with the latest master when I merged trac1458, so
 I rebased the branch for this ticket on to the latest master, fixing
 known conflicts, and named it trac2013.  It's the branch to be reviewed.
