 I think it is.

 Anyway, if we only want to suppress it (and not put anywhere at startup,
 for
 which we'll need to do the ring buffer for messages, as we discussed), it
 could
 be just a simple change of default severity. The output goes to stderr,
 because
 we didn't read the configuration yet and we don't know where else to log.
