 In fact I prefer (and this applies to 2217 too) than the one directory by
 one directory plan is applied. Note this doesn't mean it is dropped, just
 it should be integrated another way.
 BTW 2351 just be reviewed and merged first (i.e., please push it in place
 of 2215/2217 and other long term WIN32 stuff).
