 Allow the DHCPv6 server to use the MySQL backend to store leases.

 This requires modification of the server code to us the MySQL backend if
 MySQL is available, and leave it as the memfile backend if not.

 This ticket does not include configuartion of database parameters
 (username etc.): that will be done in a separate ticket.  For the moment,
 it will be sufficient for the server to use database "key" with
 username/password "kea"/"kea".
