 It's okay because the intended use of INITIAL_WS is the indication of
 using the same owner name as that for the previous RR.  So there's no
 need to recognize an INITIAL_WS at the first line of input where
 there couldn't be a "previous" RR.  I've added small clarifications
 on this in the doc.
