 Simply pushing it to the proposed queue wouldn't take us anywhere
 since we once concluded we wouldn't fix it until we fix the
 fundamental brokenness of xfr-* (and zonemgr).

 If we want to do something on this topic before beta, we need to
 choose:
 - revisit the previous conclusion
 - redefine the goal to "just rename one of the configuration knob"

 In the latter case we need to re-evaluate it.
