 This is the optimized version of #2060.

 Depends on #2060, and on completion update auth Query::process() so
 that the parts that try to get RRsets at origin (for the authority
 section) will use the getAtOrigin() method.  Note that new version
 won't use `ZoneFinder::getOrigin()`, which is relatively more
 expensive for the in-memory data source.
