 Create a manual page for the installed tool. This was mentioned by a BIND
 10 tester. Also we should have a man page for every installed tool.

 Maybe move some of the existing docs to a new man page?

 Maybe remove the lengthy usage information from the tool and just keep in
 a man page.

 Note that closed #2230 ticket mention manual.
