 To avoid the bottleneck concerned with disk accesses, ACKs back to clients
 will be queued.  Only when the database update for a batch of ACKs has
 been committed will they be sent.

 This is essentially an implementation of the ISC DHCP "delayed-ack"
 feature in Kea.
