 ready for review

 I kept with the design as used in 2205, and therefore most changes are
 quite straightforward (given you know how 2205 works).

 The diff is rather biffer, because I decided to do something that should
 maybe have been delayed to 2211; I moved the typedef of DataSrcClientLists
 from AuthSrv (in auth_srv.h) to isc::datasrc (in client_list.h); given the
 upcoming change the old location didn't make too much sense to me, and it
 seemed more logical (at least to me) to define it near where the
 clientlists themselves are defined.
