 Adding support for millisecond precision when specifying timeouts for
 dhcp::IfaceMgr::reciveX() functions will allow for desired changes in
 perfdhcp main loop. It will be possible to do passive wait for packets to
 be received. With this ticket the packet receives with non-zero timeouts
 should be added to perfdhcp main loop.
