 Similar to #2261 ...

 Let's move tsig_keys from the configuration top level. It is not a generic
 feature.

 Maybe put to  /dns/tsig_keys ?

 Also consider flattening it (to remove intermediate "keys"), like
 /dns/tsig_keys[0] ?  But that probably does not matter.
