Comment:

 Reviewed commit 3690baaf0660af752b00a370fadcd60859c50ca4

 All OK.  The only comment I would make is that the subnet/pool/triplet
 tests be moved out of cfgmgr_unittest.cc into separate files.  That makes
 it clearer where the unit tests reside by creating a correspondence
 between source file and test files; it also matches the current way the
 unit tests are organised.
