Comment:

 The branch can be reviewed.

 On that branch the new statistics library (lib/python/isc/statistics) is
 introduced. Then the existent implement (!XfroutCounter) in xfrout.py is
 migrated to that library. And also other module's counters, e.g.
 b10-xfrin's ones, can be implemented to that library in the future. So
 there are more code differences on that branch than the previous ticket
 #2222.
