Comment:

 Up for review. This introduces the basic `ZoneTableSegment` and the
 derived `ZoneTableSegmentLocal` as described above (except the commented
 parts). Tests were written, but these just test the structural API and not
 anything behavioural. More of the ZoneTableSegment implementation have to
 be added before it can be tested.
