Comment:

 This bug can be closed now. `SQLite3Accessor::getZone()` checks for
 `SQLITE_ROW`, `SQLITE_DONE` and otherwise separately and throws in the
 last case.

 Resolving as fixed, and moving milestone to current sprint.
